KENTUCKY POLITICAL SCIENCE ASSOCIATION
CONSTITUTION

I. Purposes. The purposes of the
Kentucky Political Science Association are as follows:

To advance knowledge and understanding of
political
science in Kentucky.

To strengthen the political science
profession in
Kentucky and to improve communications among both teachers and
practitioners
in the profession.

To sponsor an annual meeting of those
interested
in political science.
II. Membership.
Membership in the Association is open to the following persons:
-
Teachers of political science in Kentucky
colleges
and universities.
-
Students of political science in Kentucky
colleges
and universities.
-
All others who are interested in political
science
and who show an interest in participating in meetings and
activities
of the Association.
III. Dues.
The annual dues for the first category of members -- colleges
and
university teachers -- shall be determined by the Executive
Committee.
Dues payment shall not be required of students and others who take part
in Association activities. The annual dues will normally be
collected at the time of registration by those attending the
annual
meeting, but teachers desiring to become dues-paying members may
forward
dues to the Executive Secretary without attending the meeting.
Voting
in business meetings will be limited to dues-paying members.
IV. Officers. The following
officers
shall be chosen, and shall constitute the Executive Committee:

President. The President shall
preside
at the meetings and shall assume responsibility for planning the annual
meeting, delegating authority where necessary. The
President
shall be responsible for other activities of the Association and for
appointing
committees to assist in the work. The President's term of office shall
expire at the end of the annual meeting.

Past President. Upon completion
of the
President's term of office, the President shall assume the office of
Past
President, which term shall expire at the end of the subsequent annual
meeting.

President-Elect. The President-Elect
shall
be chosen at the annual business meeting, and shall become President at
the close of the subsequent annual meeting.

Executive Secretary. The
Executive Secretary
shall prepare minutes of the annual business meeting, keep a permanent
record of such meetings, keep financial records, receive dues and other
monies, pay bills, and act as a custodian for all official documents
and
membership rolls. The Executive Secretary shall be responsible
for
maintaining all bank accounts and for reporting financial transactions
and status to the membership. The Executive Secretary shall serve
a five-year term of office, which may be renewed as appropriate.
- Associate Executive
Secretary.
The Associate Executive Secretary shall assist the Executive Secretary
in the performance of the above duties, and shall have all the powers
pertaining to that office, including serving as a financial account
signatory. The Associate Executive Secretary shall assume the
office of Executive Secretary upon that officer's resignation,
dismissal or inability to hold office, or upon expiration of term in
case no Executive Secretary shall have been elected. The
Associate Executive Secretary shall serve a five-year term of office,
which may be renewed as appropriate.
V. Selection of Officers. The
Executive
Committee shall serve as a nominating committee for all officers, and
shall
recommend candidates for election at the annual business meeting.
A majority vote of the membership present at the meeting shall be
required
for all elections.
VI. Annual Meeting. The
Association
shall hold an annual meeting, at a site to be determined by the
membership
unless the members delegate the selection to the Executive
Committee.
The annual business meeting will be held at this time.
VII. By-Laws. The Association
shall
establish By-Laws, governing the operations of the annual meeting and
business
meeting, awards and certifications, dues and other matters not
appropriate
for Constitutional consideration. All By-Laws shall be approved
by
a majority of the membership present at the annual business meeting.
VIII. Amendments.
Amendments to this Constitution shall be adopted by a majority of
members
present and voting at the annual meeting after members have been
notified
of the proposed amendments prior to the meeting.
